A 16-member Advisory Committee (AC) of representatives of key stakeholder groups has been convened to create a Compliance Implementation Plan (CIP). Oregon Attorney General Hardy Meyers has given the Committee its charge to “work with each other to develop a coordinated plan so that within the Oregon criminal justice system, crime victims’ rights will be clearly and consistently understood by crime victims, and crime victims will have every opportunity to fully exercise their rights -- every crime victim, every right, every case, every time.” Working through subcommittees that will broaden collaborative participation, the AC will oversee the update/ enhancement updating of the 2002 Crime Victims Needs Assessment, conducted by the PSU Regional Research Institute. The data will be used by subcommittees drafting the CIP’s component parts, including:
- compliance criteria/procedures for appropriate agencies and personnel
- training curricula and a training plan/schedule to implement criteria/procedures
- a plan and materials for increasing victim awareness
- a mechanism for reporting, reviewing and resolving victim complaints of non-compliance
- a plan for dissemination of information, products & services
- a plan to assess the effectiveness of the implementation process
The Project Director, Office Specialist, and the AC are being assisted by the National Crime Victim Law Institute and Portland State University’s Regional Research Institute. This project is made possible through a grant from the US Department of Justice Office of Victims of Crime to the Oregon Department of Justice, Crime Victims’ Assistance Section. The funding period is May 1, 2005 through April 30, 2008.
