          The StreetRise Project at Outside In is designed to help young people with substance abuse issues to obtain and maintain housing in Portland, Oregon.  Outside In is a Federally Qualified Health Center, a licensed mental health treatment agency and a social service agency with 40 years of experience providing housing, counseling and transition services to homeless youth on the streets of Portland, Oregon.  The Rise Project is managed by Outside In with additional services through DePaul Treatment Services and Janus Youth Programs.   Services are all geared toward increasing the potential for youth to obtain and remain in housing.  The project plans to serve a total of 75 youth, age 17-25, in permanent supported housing during the 5 year grant as well as providing intensive outpatient services for an additional 150 youth who are not in the project’s supported housing units.  The evidence based practices include Assertive Community Treatment (ACT), Strength Based Case Management and the Adolescent Community Reinforcement Approach (ACRA). The Regional Research Institute for Human Services (RRI) at Portland State University is conducting the evaluation of the Rise Project.  The RRI was established in 1972 and is a part of the Graduate School of Social Work.  It provides research and evaluation for community-based organizations with an ongoing focus of including consumers of services in all aspects of the research process. 

Funding for the Rise Project is provided by a five-year grant from the U.S. Substance Abuse Mental Health Services Administration (SAMHSA). The grant period is October 2008 – September 2013.
