Evaluation of Wraparound Oregon Early Childhood

Wraparound Oregon: Early Childhood (WO:EC) is a community-based, family driven and child-centered project aimed at developing a coordinated and comprehensive System of Care (SOC) for children birth to age eight who have—or are at risk of developing—serious emotional and behavioral disturbances and their families. Partners in the project include family members, the schools, mental health, child welfare, health care and other child and family serving entities, as well as a broad array of community stakeholders. The project is federally funded through the Center of Mental Health Services, Substance Abuse and Mental Health Service Administration within the US Department of Health and Human Services. An estimated 100 children will be served by the project annually.

The Multnomah Education Service District (MESD) is the lead agency for the project. Other partnering agencies include the Albertina Kerr Centers, IRCO (Immigrant Refugee Community Organization), Native American Rehabilitation Association (NARA), and Portland State University. The Regional Research Institute for Human Services at PSU will conduct the evaluation of the Wraparound Oregon: Early Childhood System of Care. 

Evaluation of Wraparound Oregon: Early Childhood is supported under the umbrella of Wraparound Oregon, a broad-based system of care collaborative focused on enhancing the coordination of inter-agency services for all children and youth with complex needs and their families. In addition to WO:EC, Wraparound Oregon provides structure and governance for several other projects.
